  • Representation Terms & Conditions | iCERT

    REPRESENTATION TERMS & CONDITIONS Terms and Conditions for Industry Council for Emergency Response Technologies, Inc. (iCERT) Representation to a Non-affiliated Organization iCERT has relationships with many other public safety, standards, trade, industry, and other groups and non-iCERT affiliated associations (i.e., non-affiliated associations or associations). These associations may ask one or more representatives from iCERT to participate on a Board, working group, or other group supporting their association. For example, iCERT Members serve on steering committees or events committees for several groups. This is a very common practice in the highly interdependent public safety community. When an iCERT Member serves in such a capacity, as a representative of iCERT (not as an individual or as their employer's exclusive representative), there are general terms and conditions that apply to such a representation that we ask iCERT Members to follow: 1. Representatives must be, at all times, an employee of a qualified iCERT Member in good standing, or as an Entrepreneur member (or, with permission, a qualified contractor of a Member). Disqualification of the iCERT Member results in disqualification of the Representative. A Representative may resign at any time consistent with the notice, or other similar processes, of the non-affiliated organization, if any, and if notice is sent in advance to executivedirector@theindustrycouncil.org. 2. Representations and Representatives will be subject to the specific qualifications or organizational endorsement(s) as determined by the non-affiliated organization. When there are multiple applicants for one or more Representative positions, the iCERT Executive Director, Executive Committee, or Board of Directors shall make the final selection of the Representative(s) in their sole, complete, and exclusive judgement, as appropriate. 3. Representatives, especially those in voting positions, shall use their best efforts and best judgement at all times to represent the views of iCERT, and not their individual employers - their advocacy and votes will reflect the position of iCERT, as they are directed, as an organization. Questions or concerns should be brought to iCERT's attention promptly for resolution so that the Representative may fulfill their obligation. Advocacy or representation of their employer, if different from iCERT's position, must be clearly distinguished and reflected in relevant records of events and meetings, especially if votes are taken. 4. Representatives are expected to make periodic reports to the Working Group, Committee, or other organizational element of iCERT, or the Executive Director, connected to or managing the representation, in a manner and frequency as determined by those parties. 5. Representatives are expected to attend and participate in the meetings / activities of the non-affiliated organization consistent with the participation rules of that organization as relevant to the respective iCERT representation. Excessive inactivity, lack of reporting, or non-participation of the Representative may be grounds for involuntary removal of the representation in the sole judgement of iCERT. 6. Representatives are expected to either create or have access to the non-affiliated organization's relevant non-confidential written information and/or organizational minutes that can be used to validate the activities associated with the representation (ex., meeting minutes, notes of activities, etc.), and to provide those regularly to the relevant iCERT organizational element in 4., above. 7. Unless otherwise noted, Representative positions are generally for a fixed term that does not automatically renew without reapplication. The qualification rules of the non-affiliated organization will, in most cases, control candidacy and/or reapplication. Prior Representatives often reapply for a new term upon expiration; there is no automatic reapplication or incumbency guarantee. 8. Unless otherwise agreed to in writing signed by the Executive Director, all Representatives serve without compensation from iCERT and are responsible for their own electronic access, travel, fees, and expenses associated with the Representation. If compensation or expenses are provided, the Representative agrees to provide a W9 or other applicable tax document to iCERT as required by law or regulation, and is responsible for all taxes and/or fees, and for reporting same to their employer. 9. Representatives shall at all times comply with iCERT's then-current Conflict of Interest Policy, Privacy Policy, and all other relevant policies. 10. All intellectual property rights of any kind are determined by the policies of the non-affiliated organization, except as to any/all iCERT intellectual property, which shall always belong exclusively to iCERT. 11. Any/all of the policies, above, are administered at the sole, complete, and exclusive discretion of the iCERT Board, Officers, and Executive Committee as they see fit. Conflicts in any/all policies shall be resolved by same in their sole, complete, and exclusive discretion. 12. Representatives are not authorized to make general public statements about the specifics of iCERT's decisions in connection with their Representation, comment to the press, or otherwise, without permission from iCERT. 13. Conflict or non-compliance with any of the above is grounds for termination of the Representation at the sole, complete, and exclusive judgement and discretion of iCERT.     Data Integration Initiative (DII) Working Group - Update March 2021 Chairs - John Persano, Senior Business Development Manager - 911, AWS Matt Schreiner, Senior PM How to Join: To apply to participate in this cutting-edge initiative addressing the ongoing needs and future of data integration for use by the public safety community, contact executivedirector@theindustrycouncil.org . Overcoming silos and creating seamless communications across platforms will yield both immediate and long-term benefits for the public, first responders, and iCERT members. Detailed below is the announcement of iCERT’s new Data Integration Initiative – our signature project for 2020 and beyond. Speaking for the Executive Committee and the Board, we are hoping that as we progress every iCERT member will find a way to become involved and contribute to this significant new initiative. Concerted discussion by the Data Integration Working Group (DIWG) has revealed four subject areas for iCERT members/participant concentration: 1) Data Value, 2) Existing Data Integration, 3) Data Integration Enablers, and Roadblocks, and 4) Future Data Integration. iCERT Members are dividing their participation along experience, company-centric, and general interests in joining one or more sub-groups to move each area to a productive outcome. The sub-group descriptions follow: 1) Data Value – identifying which data integrations provide the most value in terms of improving public safety response. What assigns a “value” (what defines “value” is one of the tasks of this group) to each piece of data in any particular system or sub-system, and its associated dataflows and workflows? What outputs a high-value outcome for a particular set of data and specific data integrations and associated workflows? Identifying which data, when “married together” produces the most value in terms of efficiencies. How can such a concept be used to help all stakeholders (product management, vendors, developers, end-users and citizens) choose which integrations provide the biggest "bang for the buck"? 2) Existing Data Integration – what integrations exist today? What are successful examples of data integration (systems, processes, or governance)? What is motivating their development? How do we apply our “formula” to help identify the most valuable solutions? Simply Identify Roles and their associated Dataflows and workflows for incident lifecycle management (Pre-incident, mid-incident, and post-incident). There are potentially thousands of dataflows that can be identified, along with relay points and other items that can be identified as places to streamline the workflow. 3) Data Integration Enablers and Roadblocks – what are the roadblocks that keep the existing data integration from creating the real “value” that data integration can produce? What are the enablers that have provided some level of success and improved public safety response? This sub-group will focus on what can be done to reduce the effects of roadblocks and enhance the effects of enablers. This can include governance, funding models, technology, operational processes, or anything that is keeping data integration from being as innovative and broadly implemented as possible. 4) Future Data Integration – answering questions about what new integrations will be expected as technology advances? How does the IoT figure into Public Safety Data Integration for future systems? How does A.I. affect which data is important? How do we bridge the gap between data integrations of today with data integration of the future? The sub-groups are selecting leadership and establishing self-directed meeting schedules with goals of producing tangible results in the first half of 2021.   • Interoperability Working Group | iCERT

    Public Safety Communications Interoperability (PSCI) Co-Chair - Ray Paddock, Vice President, Business Developmen t - Synergem Technologies, Inc. Co-Chair - Al Brisard, President & CEO - Exacom The fast moving nature of this topic has caused this Working Group to evolve repeatedly and rapidly. In the beginning, the primary function of this Working Group was to examine relevant issues and recommend for iCERT's consideration and/or action, parameters for establishing an official Industry Council program and related positions on conformance issues associated with NG911 technologies as a key factor in the emergency calling and response continuum, in relation to established and/or yet-to-be-formed standards for delivery of NG911 services, systems and networks. This Working Group has no formal approval role. In practice, these responsibilities are carried out by performing the following functions: Reviewing accepted and burgeoning standards and practices in NG911 technology; Working with a standards development organization to provide industry input and guidance for establishing a conformance program in partnership with a recognized authority; and Recommending any necessary commensurate actions to the iCERT Policy Committee. [February 2021 Update] The PSCI Working Group currently has 19 members representing 14 different iCERT member companies. The WG has drafted two white papers covering iCERT’s position on NG9-1-1 testing in general and conformance testing in particular. These two papers have been cited extensively in many industry forums. Since the release of the papers, the WG has take a a more proactive stance in several industry forums representing all members of iCERT. The PSCI WG hosts the iCERT representative to the NG9-1-1 Interoperability Oversight Commission (NIOC), https://ng911ioc.org/. As its name implies, the NIOC puts focus on a broad range of topics impacting the interoperability within and between NG9-1-1 systems. Most recently, in collaboration with NENA, an RFP was released to implement a National Forrest Guide. A evaluation committee was formed to evaluate vendor responses and will be making a recommendation to the NIOC at which point the NIOC will vote on the recommendation. This selection process parallels the process previously used to select the Public Key Infrastructure (PKI) which can be found on the NIOC website. This Working group has now taken on additional responsibilities in supporting iCERT's Representation on the NENA NG911 Interoperability Oversight Commission [https://www.theindustrycouncil.org/post/nena-oversight-commission-established ] iCERT’s representative to the NIOC, Jeff Wittek, Motorola Solutions, will participate in the process. The PSCI WG also hosts iCERTs representatives to the Industry Collaboration Events (ICE) steering committee. ICE provides a venue for NG9-1-1 vendors, and for the first time OSPs to test NG9-1-1 interoperability. iCERT member companies are participating in ICE 9 which is occurring now. To provide vendor feedback to the ICE steering committee, an anonymous survey went out to all members including those that have, and those that have not participated in ICE. The PSCI also coordinates and supports the two voting Representatives that work for iCERT on the NENA ICE Steering Committee [https://www.nena.org/page/NG911_ICE]. Questions or comments related to ICE should be sent to your representatives; Jeanna Greene, T-Mobile, and Erik Loberg, GeoComm. iCERT members are well represented on a project funded by DHS to explore the idea of a NG9-1-1 Conformance testing program. The principal Investigator is Walt Magnussen at Texas A&M University. His deliverable to DHS is an assessment of a NG9-1-1 testing program from both a technical and financial perspective. Walt will be releasing a draft of the assessment to all participants including iCERT’s representatives.     iCERT Fall Member Meeting Collaborate & Innovate November 2-3, 2023 Amazon HQ2 1770 Crystal Drive Arlington, VA 22202 iCERT hosted its Fall member meeting - a two-day event at Amazon HQ2 in Arlington, VA, on Nov. 2-3, 2023. The event, which was themed “Collaborate & Innovate,” featured a variety of sessions and panels, ranging from drones in the public safety space to AI, to cybersecurity in the emergency response and 911 space. Specifically, issues such as standards, best practices, and vendor-related issues, along with other valuable content, were discussed. We were pleased to have a diverse mix of speakers and panelists contribute to the valuable topics, as well as the overall success of our Fall Member Meeting. Speakers and presenters ranged from industry and subject matter experts, to federal, state, and local officials. iCERT’s member meetings provide opportunities for members to come together and discuss important issues for vendors operating in the emergency response and public safety space.     NASNA & NENA HIGHLIGHTS 1/50 Each year, the National Association of 911 Administrators (NASNA) provides iCERT with the opportunity to host a private reception for NASNA and iCERT members after the NASNA general meeting. Our reception provides iCERT members with a unique opportunity to meet public safety decision-makers and their associates in a relaxed and private setting. This year, iCERT hosted the reception at NASNA’s annual conference in Orlando, FL, on June 28th. We had a great turnout, including most of the state 911 leads. A huge thanks to the iCERT members who supported the reception with their attendance, especially to our member companies who sponsored the reception: T-Mobile, Verizon, Datamark Technologies, Pulsiam, Mission Critical Partners, NGA, Zetron, INdigital, and Exacom/SecuLore. Two nights later, iCERT held our annual happy hour at the NENA conference. Our happy hour at NENA also had a great turnout, with iCERT member companies and guests attending. These iCERT events have become a must-attend among our members, as they are great opportunities to network informally and in a relaxed setting. A huge thanks to our sponsoring companies, who made this event possible: T-Mobile, Verizon, Datamark Technologies, Mission Critical Partners, Bandwidth, Eventide, and NGA. Additionally, iCERT members were featured speakers throughout the NENA conference program, offering innovation and informative content to attendees. Last but not least, iCERT was joined on the NENA Expo hall floor by a dozen of our member companies who had a booth presence on the show floor. It was great to see the iCERT show of force on the NENA show floor, and so many iCERT members proudly displayed their membership in iCERT.
