    MEMBERSHIP TERMS & CONDITIONS iCERT Membership & Deltek Terms and Conditions Membership dues are U.S. Dollars only. Dues are not offset or reduced by member activity or in-kind contribution. Membership category / dues level is calculated based on TOTAL company (legal entity applying for membership) revenue. General Membership duration and renewal are set to an "anniversary" basis, 12-months after first joining. General Members join via application. New Board Members join via application and then election by the iCERT Membership. Officer Positions are via election by the Board of Directors. Election to and duration of Board of Directors Memberships and Officer positions are explained in our Bylaws and are subject to change. Dues are not refunded for subsequent company mergers / acquisitions, membership level changes, voluntary or involuntary membership termination, or any other membership or dues changes. Any member paying dues paid via credit card agrees to incur a 2.99% Convenience Fee; ACH, a 1% Convenience Fee. Upon request / approval, dues may be paid monthly or quarterly (additional 3% Convenience Fee applies). Past due invoice may result in membership termination without prior notice. Membership dues do not include additional events for which an attendance fee is required, special event or program sponsorship, or additional / optional elective products or services. Failure to pay any such additional sponsorship or fees will result in termination of event attendance / elective product or service. Member's failure to attend a voluntary or optional event (fee or not), or use a voluntary or optional service (fee or not), will not result in fee rebate (if paid) or dues rebate. Events cancelled by the event host (not iCERT) will not result in a fee rebate. Membership applies to an organization (except Entrepreneur and Associate). Members in the Entrepreneur category will be firms with no employees other than the owner-operator). Consistent with policies established in the sole discretion of iCERT, individuals formerly employed by a member may continue to receive limited free membership benefits during periods of unemployment. All individuals in a member company share the membership; however, for voting on each/any separate organizational level (ex., Board, Executive Committee, Committee, Working Group, etc.), each member company may have only one "Designated Representative" (who votes for the member company) and one "Alternative Representative" (who votes in the absence of the Designated Representative) (i.e., only one vote per member company). All members (upon membership and in perpetuity after membership) agree that any and all of their contribution(s) to iCERT through membership of any kind or type, and/or intellectual property contributions of any kind or type, including but not limited to time, effort, written or multi-media work product, or personal appearance or likeness, shall be available to iCERT on an uncompensated basis and with a free perpetual license (if applicable). A member shall have no intellectual property rights or any other rights of any kind or type of rights, interest, including but not limited to, copyright, trademark, or service mark in the work product, including but not limited to, written document, multi-media product, or any other efforts of an iCERT Committee, Working Group, or of iCERT itself. Unless otherwise noted, a member is permitted to reference the posted final work product of an iCERT Committee, Working Group, or iCERT itself, so long as iCERT is appropriately credited and/or referenced. Representation, as an iCERT member, to any third-party or non-affiliated organization is subject to our representation terms and conditions. Your application includes permission to receive all notices of iCERT matters by email, or other means, and to add your email, and all supplied emails to the "Leadership Brief", "Media Brief", and/or other iCERT's Newsletter(s) and/or notices, communication, and publications. This service has no cash value equivalent and does not impact your membership level / dues (i.e., declining the service does not lower membership dues). Every member in the program will be emailed the same once-daily data file (file is sent the next day after each day's business intelligence has been gathered - Tuesday thru Saturday, except holidays).     INNOVATION & TECHNOLOGY COMMITTEE Chair - Fabricio Velez, Director - INdigitial The primary function of the iCERT Innovation and Technology Committee (“ITC”) is to examine and recommend for the Board of Directors (“Board”) and/or other association action, iCERT positions on local, state, regional, national, and international technologies, technology initiatives, proposed technology standards, and best practices affecting emergency response technologies. The ITC also manages various Work Groups that are created for temporary projects or initiatives. Work Groups are very efficient, often setting a timeline of 90 days to accomplish their tasks. The ITC’s goals are to support our industry and help move technology innovation into public safety in an orderly and safe manner, and through collaborative guidance and recommendations, to help provide public safety technology users an extra level of confidence to begin using new innovative technologies and approaches without undue delay. The ITC will also perform other duties, as noted below, and as may be assigned by the Board. Because technology questions and impacts may overlap with policy questions, the ITC will coordinate with the Policy Committee to ensure proper topic management for the benefit of all iCERT’s members.     OTHER COMMITTEES/WORKING GROUPS Temporarily Inactive Committees/Groups [active in the past with the potential to reengage if needed] Internet of Things (IoT) Working Group The IoT Working Group will help to create and promote awareness and understanding regarding IoT technology and issues among regulatory agencies within the 9-1-1 industry, public safety authorities and their employees, other NGOs, and within iCERT Members, so that all will better recognize and manage the inevitable evolution of IoT devices into public safety. The work product for this effort may include Topical Papers, best practice compilations, webinars, appearances at iCERT and other public safety-related meetings, or other communications methods as determined by the Working Group. Cloud Working Group Educate iCERT’s membership and the larger public safety community about Cloud Computing’s current and future impact on 911/public safety technologies and clarify the relationship between 911/public safety technologies and Cloud technologies. The work product for this effort may include Topical Papers, best practice compilations, webinars, appearances at iCERT and other public safety-related meetings, or other communications methods as determined by the Working Group. Membership Outreach Committee The primary function of the iCERT Membership Outreach Committee is to provide advice and recommend actions regarding member recruitment and member service topics to the iCERT Board of Directors. Additionally, this Committee works in concert with the iCERT Governance Committee in the latter's role of maintaining and managing changes to the Bylaws as approved by the iCERT Board of Directors. The Committee has no formal approval role. In practice, these responsibilities are carried out by performing the following functions: Provide recommendations pertaining to matters of member services to the Board of Directors Contribute as a resource to the Board of Directors in matters involving member recruitment Provide recommendations to the Board of Directors pertaining to matters of member dues Work in conjunction with iCERT staff on direct recruitment efforts and iCERT promotion Governance Committee The primary function of the iCERT Governance Committee is to provide advice and recommend actions to the iCERT Board of Directors regarding governance topics. Additionally, the Governance Committee will serve as custodians of iCERT Bylaws, maintaining the document and managing changes to the Bylaws that are approved by the iCERT Board of Directors. The Committee has no formal approval role. In practice, these responsibilities are carried out by performing the following functions: Maintain the iCERT Bylaws keeping them an accurate reflection of the organization Contribute as a resource to the Board of Directors in matters involving corporate governance Provide recommendations pertaining to matters of governance to the Board of Directors Serve in a role regarding succession planning for the organization Targeted States Campaign The iCERT Targeted States Campaign is a state-by-state program in support of efforts to secure and protect 911 funding in all its forms. Working in conjunction with state and local officials, the Campaign provides much needed resources to initiate, maintain, and/or bring to fruition state-level efforts to ensure that emergency calling is properly resourced. Campaign Premise: Absent proper levels of adequate, stable and foreseeable funding for emergency calling, America's 911 system breaks down. Public safety officials become unable to maintain the equipment and services they need in order to provide safety at the level the public deserves and expects. When properly resourced, however, public safety agencies and the enterprises that support their critical work are able to provide to the public the crucial life-saving services our citizens, residents and visitors require. iCERT will: Engage state and local government and non-governmental partners, Craft and disseminate tailored educational pieces, and Convene partners and other officials to address key concerns. Measures of Campaign Success: Shifts in norms - reduced state reliance on 911 funding for unrelated matters. Strengthened organizations - general increase in 911 agency budgets due to regular transfer of dedicated funding. Improved policies - states amending regulations and/or administrative practices to ensure flow of funding. Specific impacts - key examples of properly re-purposed funding. Emergency Communications Resource (ECR) Working Group The primary function of the Emergency Communications Resource Working Group is to examine and recommend for Policy Committee, Board and/or Association action, official Industry Council positions on local, state, regional, national and international regulations, legislation, rules or resolutions affecting funding of emergency calling and response technology systems and networks. The Working Group has no formal approval role. In practice, these responsibilities are carried out by performing the following functions: Monitoring and reviewing proposed legislation and regulatory rulemaking; Providing assistance to Association staff on matters of emergency communications resource policy; and Recommending action to the Policy Committee. z-axis/911 Location Accuracy Working Group This Working Group investigates the various techniques for converting z-axis location information (expressed as HAE) into actionable information for PSAPs (e.g., 3D mapping). Because the FCC has an open docket related to z-axis matters, this Working Group may include making policy recommendations that iCERT could use in consensus-based filings before the FCC. Convergence and Innovation Working Group The primary function of the Convergence and Innovation Working Group is to examine and recommend for Policy Committee, Board and/or Association action, official Industry Council positions on local, state, regional, national and international regulations, legislation, rules or resolutions affecting matters related to the ubiquitous, unified nature of emergency communications and response technologies, now and into the future. The Working Group has no formal approval role. In practice, these responsibilities are carried out by performing the following functions: Monitoring and reviewing proposed legislation and regulatory rulemaking; Providing assistance to Association staff on matters of convergence and innovation policy; and Recommending action to the Policy Committee. Data Integration Initiative (DII) Working Group Overcoming silos and creating seamless communications across platforms will yield both immediate and long-term benefits for the public, first responders, and iCERT members. Detailed below is the announcement of iCERT’s new Data Integration Initiative – our signature project for 2020 and beyond. Speaking for the Executive Committee and the Board, we are hoping that as we progress every iCERT member will find a way to become involved and contribute to this significant new initiative. Concerted discussion by the Data Integration Working Group (DIWG) has revealed four subject areas for iCERT members/participant concentration: 1) Data Value, 2) Existing Data Integration, 3) Data Integration Enablers, and Roadblocks, and 4) Future Data Integration. iCERT Members are dividing their participation along experience, company-centric, and general interests in joining one or more sub-groups to move each area to a productive outcome. The sub-group descriptions follow: 1) Data Value – identifying which data integrations provide the most value in terms of improving public safety response. What assigns a “value” (what defines “value” is one of the tasks of this group) to each piece of data in any particular system or sub-system, and its associated dataflows and workflows? What outputs a high-value outcome for a particular set of data and specific data integrations and associated workflows? Identifying which data, when “married together” produces the most value in terms of efficiencies. How can such a concept be used to help all stakeholders (product management, vendors, developers, end-users and citizens) choose which integrations provide the biggest "bang for the buck"? 2) Existing Data Integration – what integrations exist today? What are successful examples of data integration (systems, processes, or governance)? What is motivating their development? How do we apply our “formula” to help identify the most valuable solutions? Simply Identify Roles and their associated Dataflows and workflows for incident lifecycle management (Pre-incident, mid-incident, and post-incident). There are potentially thousands of dataflows that can be identified, along with relay points and other items that can be identified as places to streamline the workflow. 3) Data Integration Enablers and Roadblocks – what are the roadblocks that keep the existing data integration from creating the real “value” that data integration can produce? What are the enablers that have provided some level of success and improved public safety response? This sub-group will focus on what can be done to reduce the effects of roadblocks and enhance the effects of enablers. This can include governance, funding models, technology, operational processes, or anything that is keeping data integration from being as innovative and broadly implemented as possible. 4) Future Data Integration – answering questions about what new integrations will be expected as technology advances? How does the IoT figure into Public Safety Data Integration for future systems? How does A.I. affect which data is important? How do we bridge the gap between data integrations of today with data integration of the future?

  • Representation Terms & Conditions | iCERT

    REPRESENTATION TERMS & CONDITIONS Terms and Conditions for Industry Council for Emergency Response Technologies, Inc. (iCERT) Representation to a Non-affiliated Organization iCERT has relationships with many other public safety, standards, trade, industry, and other groups and non-iCERT affiliated associations (i.e., non-affiliated associations or associations). These associations may ask one or more representatives from iCERT to participate on a Board, working group, or other group supporting their association. For example, iCERT Members serve on steering committees or events committees for several groups. This is a very common practice in the highly interdependent public safety community. When an iCERT Member serves in such a capacity, as a representative of iCERT (not as an individual or as their employer's exclusive representative), there are general terms and conditions that apply to such a representation that we ask iCERT Members to follow: 1. Representatives must be, at all times, an employee of a qualified iCERT Member in good standing, or as an Entrepreneur member (or, with permission, a qualified contractor of a Member). Disqualification of the iCERT Member results in disqualification of the Representative. A Representative may resign at any time consistent with the notice, or other similar processes, of the non-affiliated organization, if any, and if notice is sent in advance to executivedirector@theindustrycouncil.org. 2. Representations and Representatives will be subject to the specific qualifications or organizational endorsement(s) as determined by the non-affiliated organization. When there are multiple applicants for one or more Representative positions, the iCERT Executive Director, Executive Committee, or Board of Directors shall make the final selection of the Representative(s) in their sole, complete, and exclusive judgement, as appropriate. 3. Representatives, especially those in voting positions, shall use their best efforts and best judgement at all times to represent the views of iCERT, and not their individual employers - their advocacy and votes will reflect the position of iCERT, as they are directed, as an organization. Questions or concerns should be brought to iCERT's attention promptly for resolution so that the Representative may fulfill their obligation. Advocacy or representation of their employer, if different from iCERT's position, must be clearly distinguished and reflected in relevant records of events and meetings, especially if votes are taken. 4. Representatives are expected to make periodic reports to the Working Group, Committee, or other organizational element of iCERT, or the Executive Director, connected to or managing the representation, in a manner and frequency as determined by those parties. 5. Representatives are expected to attend and participate in the meetings / activities of the non-affiliated organization consistent with the participation rules of that organization as relevant to the respective iCERT representation. Excessive inactivity, lack of reporting, or non-participation of the Representative may be grounds for involuntary removal of the representation in the sole judgement of iCERT. 6. Representatives are expected to either create or have access to the non-affiliated organization's relevant non-confidential written information and/or organizational minutes that can be used to validate the activities associated with the representation (ex., meeting minutes, notes of activities, etc.), and to provide those regularly to the relevant iCERT organizational element in 4., above. 7. Unless otherwise noted, Representative positions are generally for a fixed term that does not automatically renew without reapplication. The qualification rules of the non-affiliated organization will, in most cases, control candidacy and/or reapplication. Prior Representatives often reapply for a new term upon expiration; there is no automatic reapplication or incumbency guarantee. 8. Unless otherwise agreed to in writing signed by the Executive Director, all Representatives serve without compensation from iCERT and are responsible for their own electronic access, travel, fees, and expenses associated with the Representation. If compensation or expenses are provided, the Representative agrees to provide a W9 or other applicable tax document to iCERT as required by law or regulation, and is responsible for all taxes and/or fees, and for reporting same to their employer. 9. Representatives shall at all times comply with iCERT's then-current Conflict of Interest Policy, Privacy Policy, and all other relevant policies. 10. All intellectual property rights of any kind are determined by the policies of the non-affiliated organization, except as to any/all iCERT intellectual property, which shall always belong exclusively to iCERT. 11. Any/all of the policies, above, are administered at the sole, complete, and exclusive discretion of the iCERT Board, Officers, and Executive Committee as they see fit. Conflicts in any/all policies shall be resolved by same in their sole, complete, and exclusive discretion. 12. Representatives are not authorized to make general public statements about the specifics of iCERT's decisions in connection with their Representation, comment to the press, or otherwise, without permission from iCERT. 13. Conflict or non-compliance with any of the above is grounds for termination of the Representation at the sole, complete, and exclusive judgement and discretion of iCERT.
