- iCERT Participates On Vietnam RTM Business Panel
iCERT represents emergency response technology providers to USTDA Vietnam Emergency Communications Technologies Reverse Trade Mission August 10 - 24, 2019 USTDA is hosting a delegation of decision-makers from Ho Chi Minh City’s emergency management sector to support the development of an integrated Emergency Communication System for the city. iCERT will be represented on a technology providers business panel as part of the event. The visit will support Ho Chi Minh City’s goals to improve citizen accessibility to emergency responders and enhance communication capabilities among departments during fire, police, and health emergencies. The itinerary is designed to familiarize the delegation with cutting-edge U.S. technologies and best practices through meetings with U.S. suppliers and site visits to leading Emergency Communication System facilities and organizations. The visit will provide opportunities for U.S. companies to meet with and showcase their solutions to the delegation, as well as learn about upcoming procurement opportunities in Vietnam. This visit is being organized by USTDA’s program contractor, the Business Council for International Understanding (BCIU). - $109 Million in Grants to Modernize 911
Departments of Transportation and Commerce Announce $109 Million in Grants to Modernize 911 Services for States and Tribal Nations 8/9/19 - The U.S. Department of Transportation and the U.S. Department of Commerce announced more than $109 million in grants to 34 states and two tribal nations as part of the 911 Grant Program, which will help 911 call centers upgrade to Next Generation 911 (NG911) capabilities. The funding will power basic improvements such as providing digital and IP network capabilities to 911 emergency call centers and will assist implementation of advanced mapping systems that will make it easier to identify a 911 caller's location. NG911 will help 911 call centers manage call overload, as call-takers will be able to transfer calls, messages and data between public safety answering points (PSAPs) that are interconnected to the IP network. The 911 Grant Program also provides funding for training costs directly related to NG911 implementation. "Advances in public safety technology will allow critical information to flow seamlessly from the public, through the 911 networks and on to first responders," said U.S. Secretary of Commerce Wilbur Ross. "These 911 grant awards are a significant step toward a faster, more resilient emergency system." "These grants will boost public safety through 911 systems enhanced with new capabilities such as text message, image and video processing, advanced mapping and other improvements," said U.S. Secretary of Transportation Elaine L. Chao. Grants were available to states, territories, tribal nations and the District of Columbia, provided that they successfully submitted a state 911 plan and project budget, designated a 911 coordinator, and certified that they did not use funds designated for 911 systems for other purposes in the past 180 days. The 911 Grant Program is jointly administered by the Department of Commerce's National Telecommunications and Information Administration (NTIA) and the Department of Transportation's National Highway Traffic Safety Administration (NHTSA). Eric Hagerson elected Vice Chair 7/26/19 - By overwhelming vote of the Board of Directors, T-Mobile was elected to Officer Status, as a member of iCERT's Executive Committee, and Eric Hagerson, T-Mobile, was elected Vice Chair of the Industry Council for Emergency Response Technologies. "We're excited and pleased that a technology leader, such as T-Mobile, has both recently joined our Board of Directors, but has taken the extra step to serve as an Officer", noted Chair, Ellen O'Hara. "This commitment validates iCERT's mission as the premier voice for technology providers in the emergency response technology ecosystem. - DOJ Approves Sprint / T-Mobile Merger
Plan must still be approved by federal court., by FCC, and various states. 7/26/19 - The United States Justice Department has approved the $26 billion merger deal between T-Mobile and Sprint. After over a year in regulatory limbo, the merger received the green light from the last federal agency to hold out, with the Federal Communications Commission already signaling that it will approve the deal. The Justice Department finally approved the deal after Dish reached an agreement with the carriers to acquire Boost Mobile, Virgin Mobile, Sprint’s prepaid business, and “certain” spectrum assets. This will position Dish as the replacement fourth major US carrier that will be lost once T-Mobile and Sprint merge. The two companies will be required to provide at least 20,000 cell sites and hundreds of retail locations to Dish, and the satellite TV provider will also get unfettered access to T-Mobile’s network for seven years as it works to build out a mobile network of its own using the newly acquired assets and spectrum that Dish has held on to for years. - NASNA Receives 1st iCERT Cloud Working Group White Paper
July 23, 2019 In continuation of our positive cooperative relationship with NASNA, we are pleased to provide iCERT’s Cloud Working Group White Paper, “Public Safety Grade Data Centers, Evaluation Guidelines", recently approved by the iCERT Board of Directors. This white paper was mentioned at our NASNA meeting on June 14, 2019. Step 1 - provides a suggested framework for evaluating the choice between a local on-premises data center facility, and a remote data center (hosted or cloud), based on two criteria: availability and security. Working from this foundation also offers public safety agencies a simple method of evaluating a data center to determine its adherence to public safety grade infrastructure guidelines regardless of whether it is modeled on cloud computing, remotely hosted, or via an on-premises solution. This paper is a collaboration of iCERT members who, while they often compete, also believe that working together to demystify the Cloud, its practical usage, and application in 9-1-1 / NG9-1-1, is of paramount importance. One of iCERT’s founding principles is the betterment of our entire industry, and mutual efforts such as this serve this principle well. This paper is also part of a continuing series of iCERT papers on Cloud, IoT, and AI. iCERT’s goal is to provide valuable vendor insight, best practices guidance, and technology leadership within the Public Safety community.
