- iCERT Supports "SUCCESS for BEAD Act"
FOR IMMEDIATE RELEASE – Dec. 18, 2025 iCERT Applauds “SUCCESS for BEAD Act” WASHINGTON, D.C. (Dec. 18, 2025) – The Industry Council for Emergency Response Technologies (iCERT) strongly supports legislation introduced by Senator Roger Wicker (MS) and Senator Shelley Capito (WV) that would authorize the use of remaining funds under the Broadband Equity, Access, and Deployment (BEAD) Program for projects that would help to support the success of the broadband deployment projects funded by the program. The BEAD program is the largest federal investment in broadband infrastructure to date with its central mission to "bridge the digital divide" by ensuring every American has access to affordable, reliable, broadband communications. The “Supporting U.S. Critical Connectivity and Economic Strategy and Security for BEAD Act” (“SUCCESS for BEAD Act”) would support that goal by allowing any unused funds to be used to bolster investments in our nation’s telecommunications infrastructure and strengthen the leadership of the United States in critical and emerging technologies. iCERT believes that ensuring community safety and national security is the most critical infrastructure investment that Congress can make. Consequently, we strongly support the inclusion of Next Generation 9-1-1 (NG911) as an eligible use under the BEAD Program, as amended by the Act. Much of our nation’s 9-1-1 infrastructure, particularly in rural areas, is dangerously obsolete – less secure, increasingly unreliable, and expensive to maintain. Upgrading our nation’s emergency response infrastructure to NG911 is essential and fully aligns with the BEAD Program’s goals of supporting emerging broadband technologies and ensuring all parts of the country have access to advanced capabilities. Nationwide implementation of NG911 should be a national priority. We thank Senators Wicker and Capito for their work in advancing common sense amendments to the BEAD Program to achieve this goal, and we strongly encourage Congress to pass this important legislation. - iCERT Supports New Rules for Public Safety Signal Boosters
Today, the Industry Council for Emergency Response Technologies (iCERT) sent a letter to the Federal Communications Commission urging it to adopt new rules for using signal boosters in conjunction with public safety radio systems. The letter supports a request made in July by the Safer Buildings Coalition (SBC), which noted that gaps in the current regulatory framework have led to poorly designed signal booster systems that often cause critical problems for public safety communications. iCERT intends to work with the FCC and the public safety industry to ensure that industrial signal boosters are used in a manner that ensures their effective use and with full consent of public safety licensees.

Created by three prominent business leaders with a vision to unite companies serving the emergency response sector, the organization was founded on a shared commitment to drive innovation through collaboration with others in the industry and the broader public safety community. - iCERT Joins APCO International, NENA and NASNA in a Letter to the US Senate Urging Support for Nationwide 911 Upgrade
WASHINGTON, D.C. (June 5, 2025) – Today, a coalition representing state and local government leaders, industry professionals, and tens of thousands of 9-1-1 first responders sent a letter to members of the U.S. Senate Commerce Committee urging federal investment in Next Generation 9-1-1 (NG911) technology to replace outdated emergency communications infrastructure across the country. Despite years of bipartisan support for using Federal Communications Commission spectrum auction revenues to fund NG911, the One Big Beautiful Bill Act (OBBBA) recently passed by the U.S. House includes no such provisions. “Current 9-1-1 systems rely on technologies that are decades old,” the letter states. “These systems are less reliable, less secure, and more challenging to maintain while attempting to meet the expanding needs of emergency responders and citizens who need their help.” The groups acknowledge the bill’s goal of cutting federal spending but emphasize that modernizing the nation’s 9-1-1 infrastructure is a matter of national defense and public safety. While the House bill does prioritize spending increases for the military, border security, and air traffic control, it does not include any resources for the first and most critical link in the public safety chain in every local community: 9-1-1. The signatories also warned that today’s outdated systems leave communities vulnerable to cyberattacks and are inadequate in responding to overwhelming threats such as terrorism and natural disasters. The letter also drew comparisons to other recent failures in government technology infrastructure, such as the FAA’s outdated systems, and cautioned that the cost of inaction on 9-1-1 modernization could be measured in lives lost. “The time to act is now—our communities cannot afford any further delay in building a safer, more resilient 9-1-1 system,” the groups conclude.
