iCERT Supports "SUCCESS for BEAD Act"

iCERT Applauds “SUCCESS for BEAD Act”
WASHINGTON, D.C. (Dec. 18, 2025) – The Industry Council for Emergency Response Technologies (iCERT) strongly supports legislation introduced by Senator Roger Wicker (MS) and Senator Shelley Capito (WV) that would authorize the use of remaining funds under the Broadband Equity, Access, and Deployment (BEAD) Program for projects that would help to support the success of the broadband deployment projects funded by the program.
The BEAD program is the largest federal investment in broadband infrastructure to date with its central mission to "bridge the digital divide" by ensuring every American has access to affordable, reliable, broadband communications. The “Supporting U.S. Critical Connectivity and Economic Strategy and Security for BEAD Act” (“SUCCESS for BEAD Act”) would support that goal by allowing any unused funds to be used to bolster investments in our nation’s telecommunications infrastructure and strengthen the leadership of the United States in critical and emerging technologies.
iCERT believes that ensuring community safety and national security is the most critical infrastructure investment that Congress can make. Consequently, we strongly support the inclusion of Next Generation 9-1-1 (NG911) as an eligible use under the BEAD Program, as amended by the Act. Much of our nation’s 9-1-1 infrastructure, particularly in rural areas, is dangerously obsolete – less secure, increasingly unreliable, and expensive to maintain. Upgrading our nation’s emergency response infrastructure to NG911 is essential and fully aligns with the BEAD Program’s goals of supporting emerging broadband technologies and ensuring all parts of the country have access to advanced capabilities.
Nationwide implementation of NG911 should be a national priority. We thank Senators Wicker and Capito for their work in advancing common sense amendments to the BEAD Program to achieve this goal, and we strongly encourage Congress to pass this important legislation.
