  • New California 911 Outage Reporting Law

    60 minutes to report outages to CA OES October 2, 2019 California 911 Outage Reporting Bill California Gov. Gavin Newsom (D) signed into law Senate Bill 670 and Senate Bill 560, which regulate communications during 911 outages and public power shut offs (Vol. XVI, Issue 27). SB 670 requires telecommunications service providers that offer access to 911 service to notify the Office of Emergency Services (OES) within 60 minutes of discovering a community isolation outage that limits the provider's customers' ability to make 911 calls or receive emergency notifications. It also makes the OES responsible for notifying any applicable county office of emergency service and the sheriff of any county affected by the outage. SB 560 requires that emergency departments, health care facilities, and telecommunication providers receive prior notification of de-energizing events when their facilities will be impacted by a planned power shutdown.   • NHTSA Awards $1.7mil to NASNA

    Help enable NASNA to provide technical support and best practices to improve the effectiveness of the 911 network October 2, 2019 The U.S. Department of Transportation’s National Highway Traffic Safety Administration today announced $1.8 million in funding – with eligibility for up to $6.4 million in the future – to provide critical support for five non-governmental partner organizations to enhance safety on the nation’s highways. The agreements will fund projects to combat impaired driving, support the 911 network, enhance safety messaging for young drivers, and give technical assistance to state officials on a wide range of traffic safety issues. "This funding will help NHTSA and our partners improve highway safety for all, and will provide critical leadership for reducing the incidence of driving under the influence of drugs and alcohol," said James Owens, Acting Administrator of NHTSA. "Together with our partners, we can create change and make traveling safer for everybody." The five cooperative agreements are with the following organizations: National District Attorneys Association: A five-year agreement ($590,536 in FY19, $3 million total) with NDAA to support its National Traffic Law Center. NTLC will develop or update prosecutor training and technical assistance in traffic safety areas such as toxicology, Drug Recognition Experts, Standard Field Sobriety Testing, crash investigation, and alcohol breath testing devices.Community Anti-Drug Coalitions of America: A three-year agreement for $300,000 with CADCA to reduce alcohol- and drug-impaired driving through development of a best-practices report providing strategies for communications and outreach at the local level.National Association of State 911 Administrators: A five-year agreement ($500,000 in FY19, $1.7 million total) with NASNA. This project will enable NASNA to provide technical support and best practices to improve the effectiveness of the 911 network.  National Organizations for Youth Safety: A two-year agreement for $150,000 with NOYS to develop and disseminate social media messaging targeting 16- to 24-year-olds during the times of the year most dangerous for young drivers: the winter holiday season, prom/graduation, and summer.National Conference of State Legislatures: A five-year agreement ($241,289 for FY19, $1,247,172 total) with NCSL to provide information and technical assistance related to reducing traffic crashes, injuries, and fatalities. https://www.nhtsa.gov/press-releases/us-department-transportation-announces-18-million-enhance-highway-safety

  • Apple Updates 911 Location Accuracy

    IOS 13 Offers Improvements in 911 Location Based Routing and Text-to-911 Location Accuracy September 2019 iOS 13 offers wireless carriers the option to enable location-based routing (LBR) for modern radio access technologies. By providing a fast HELO estimate during 9-1-1 call set-up, Apple devices can reduce the number of calls for which transfers may be required. If a location estimate cannot be provided quickly, carriers may fall-back to the existing fixed-sector routing mechanism. To achieve routing improvements, carriers should work with individual 9-1-1 authorities or local Public Safety Answering Points (PSAPs) to acquire and deconflict Geospatial Information System (“GIS”) “shape files” that represent their service-area boundaries. More Information at: https://static.wixstatic.com/ugd/b8d2ce_ac94c7b842d347c8b2f91d51db35a1cd.pdf In addition, IOS 13 makes available precise, device-based location information through both the traditional carrier-network path, and through Apple’s own Enhanced Emergency Data service, when a user texts 9-1-1 in a jurisdiction that accepts text messages. As iOS 13 rolls-out via software update this Fall, PSAPs should begin to see dramatically-lower uncertainties for users who text 9-1-1 from an iPhone or Apple Watch, reducing response times and improving outcomes for users. Text-enabled PSAPs should contact their carrier, Text Control Center, and texthandling software representatives to ensure that both the location estimate and search area guidance (“uncertainty”) provided by HELO will be delivered automatically to telecommunicators and dispatchers during a Text-to-9-1-1 session. Location data will also be available to jurisdictions using Apple’s Enhanced Emergency Data feature via Apple’s partnership with RapidSOS. In some cases, call-taking, computer-aided dispatching, or text-handling software may require an update to automatically fetch EED locations for text sessions. GN Docket 17-142 Improving Competitive Broadband Access to Multiple Tenant Environments. The Industry Council for Emergency Response Technologies (“iCERT” or “Industry Council”)1 respectfully submits the following Reply in response to the Notice of Proposed Rulemaking and Declaratory Ruling released by the Federal Communications Commission (“FCC” or “Commission”) on July 12, 20192 in connection with the above-referenced docket. In summary, promoting shared access to DAS facilities for all 4G, 5G, and LMR networks will promote public safety by helping to ensure that citizens and first responders alike, regardless of which networks they use, can communicate effectively inside buildings. iCERT urges the FCC to consider these important public safety issues in this proceeding and ensure that any actions it takes both encourages further investment in DAS and helps to facilitate shared access to DAS locations.     FCC Seeking Comments on Request Filed 11/21/2018 September 11, 2019 DA 19-902 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU SEEKS COMMENT ON PETITIONS FILED BY THE BOULDER REGIONAL EMERGENCY TELEPHONE SERVICE AUTHORITY PS Docket No. 19-254 Comment Date: September 26, 2019 Reply Comment Date: October 11, 2019 By this Public Notice, the Public Safety and Homeland Security Bureau (PSHSB) seeks comment on petitions for declaratory ruling and rulemaking filed by the Boulder Regional Emergency Telephone Service Authority (BRETSA). BRETSA requests that the Commission issue a declaratory ruling and a notice of proposed rulemaking (or notice of inquiry) on the same grounds presented in a Request for Clarification previously filed by the Colorado Public Safety Broadband Governing Body (CPSBGB). A total of 8 vendors bid, and 4 were selected. 1. Prime Vendor – Statewide - ATOS (contract has been signed) 2. Regional Provider – Per Region a. Central Region – NGA911 b. Southern Region – CenturyLink c. Northern Region – Synergem Technologies d. LA Region – NGA911. The networks will be built in compliance with NENA i3 Standards. The project was made possible due to the passage of SB 96 that provided new funding for NG911.
